Committee of European Securities Regulators
CESR is an independent body, established by the European Commission under the terms of the European Commission's Decision of 6 June 2001 (2001/527/EC). CESR advises on the technical details of securities legislation to enhance co-operation between the European Union and national supervisory authorities. It is one of the two committees envisaged in the Final Report of the Committee of Wise Men on the regulation of European securities markets, chaired by Baron Alexandre Lamfalussy.
