government information that cannot be revealed. The UK has a special statutory regime that protects the free flow of information within government. This is enforced by very serious penalties and operates as something of a major restriction on the freedom of speech and information. Very lowly officials are asked to sign declarations under the Acts, including ordinary postal workers. There is no overriding defence of public interest.
