Under the Environmental Protection Act 1990, substances are prescribed according to the medium into which they are to be released. Substances to be released into the air are drawn from EC Directive 84/360 on air pollution from industrial plants. Substances to be released into the water are drawn from the "Red List" under Trade Effluents (Prescribed Processes and Substances) Regulations 1989. Prescribed "special" wastes are as defined in the Control of Pollution (Special Wastes) Regulations 1980.
