TARGET
European Union
The Trans-European Automated Real-Time Gross Settlement Express Transfer payment system (TARGET) which began operations on 4 January 1999 and ceased operations on 16 May 2008. It has been replaced by TARGET2.
TARGET was the real time gross settlement (RTGS) payment system for the settlement of euro transactions within the eurozone which was promoted by the European Central Bank (ECB). It was developed to ensure a safe and reliable system for the transfer of large value cross-border euro payments and to increase the efficiency of such payments. TARGET consisted of national RTGS systems and the ECB payment mechanism, which were inter-linked to provide a platform for the processing of such payments. It was therefore a decentralised network of payment systems.
CHAPS Euro, the RTGS system based in London which provided the UK's access route to TARGET, closed on 16 May 2008.
