A type of public private partnership often used in project financing in which a government entity sells a concession to a private entity giving it the right to finance, design, construct, own and operate a project. Unlike the build-own-operate-transfer (BOOT) structure, the private entity owns the project and does not have to transfer the project to the government entity after a specified number of years. This structure is often used for assets that the government wants to privatize (transfer from public to private ownership).
